Asses the ability of non-native speakers: The Test of English as a Foreign Language or TOEFL is the most widely accepted English language test. TOEFL is done to assess the ability of a non-native speaker to understand and use English language academically.
History: TOEFL was developed to ensure the English language fluency of non-native speakers, who wish to study in the U.S. Of late TOEFL has become a compulsory requirement for admission in the US universities. In addition, many government agencies, scholarship programs, and licensing/certification agencies use TOEFL scores to evaluate English proficiency.
Educational Testing Services: TOEFL (Test of English as a Foreign Language) is administered by Educational Testing Services across the world. Some of the institutes located outside the United States also accept TOEFL score as a measurement of English proficiency of a candidate. More than 8,500 colleges, universities and agencies in 150 countries accept TOEFL scores.
Score Validity: TOEFL score is valid for 2 years. TOEFL uses the most recent score.

Eligibility
There is no eligibility criterion, though you could take it at high school as the level of test is tough. The test is taken up by non natives who speak English as a second language and want to apply for admission in colleges or for higher education. Although the level of test is tough but anyone who has passed 12 years of schooling from
any recognized board or university can take up the TOEFL (Test of
English as a Foreign Language) test. Although the level of test is high.
Exemption From TOEFL
Several institutions report that they often do NOT require TOEFL test scores from certain categories of international applicants. These include:
People from non-native English countries who hold degrees/diplomas from post secondary institutions in English-speaking countries (e.g., the United States, Canada, Australia, England, Ireland, New Zealand).
Non-native speakers who have successfully completed at least a two-years course of study in which English as the language of instruction.
Transfer students from institutions in the United States or Canada whose academic course work was favorably evaluated in relation to its demands and duration.
Non-native speakers who have taken the TOEFL test within the past two years.
Non-native speakers who have successfully pursued academic work at schools where English was the language of instruction in an English-speaking country for a specified period (2years).

Registration
Candidates willing to write TOEFL (Test of English as a Foreign Language) must register for anyone of the following tests administered by ETS (Educational Testing Services) across the world.
